Depreciating downloads

This is something I noticed when downloading the Windows 8 RP, my downloads depreciate.

I tried Chrome and IE, both with the same problem.

Thought it might be an MS issue, so I decided to download a Steam game, same thing.

My downloads start at somewhere around 8-9mb down and over a period of a minute of so will drop to 6, 4, 2,1 eventually downloading in bits and stopping altogether. I've found a trick to make the downloads sort of jolt themselves by pausing and resuming but it's annoying and time consuming. Any idea what I should do?

edit: Other computers on the network are fine.
 
I had this problem with chrome initially. My room mate's computer didn't seem to depreciate the download, but mine did in exactly the way you describe it.

I then switched to Firefox + DownThemAll download manager plugin. This solved the problem for me, but that meant all may downloads had to be done from firefox, basically forcing me to make firefox my default browser. I haven't used chrome for the past 1 year now...
