The Chief of Police in Denver actually said that a few years ago.

The police control the surveillance cameras that record these events. When they help them they sing the praises and ask for more. When the cops screw up they act like there was a malfunction and sometimes they "lose" the video. The thing that should concern the public is that the cameras were bought and paid for by the taxpayers. Yet the cops think they own them.

The officers approach the suspect, and the next thing you see, the officers have instantly teleported themselves at least three feet and are struggling with the suspect. What's missing? The evolution or progression of the exchange between the suspect and officers.

The guy is clearly there for the purpose of provoking the officers.
