Denied Access to msconfig

Hi,
I was using the msconfig Utility (System Configuration Utility) when I received this error:

An Access Denied error was returned while attempting to change a service. You may need to log on using an administrator account to make the specified changes.

This now comes up every time I access msconfig.exe. I am the system Administrator on this computer. I am the only user of this machine. I am assuming there is a registry setting that is keeping me from accessing this program. I can access it in safe mode but not in standard mode. I tried replacing msconfig file with one off the WinXp CD but I still get the error.
Does anyone know what I can do to regain access?

1) try creating another Admin-class account and using it to do the msconfig

2) scan the system for viruses using a high-quality, current-generation, up-to-date antivirus program or an online virus scanner such as TrendMicro HouseCall or maybe McAfee's scanning utility <--right-click, Save As, follow directions.

I did a virus scan and it came up clean. I did a spyware scan and removed problems it found. they were all minor. I added another Administrator account and when I accessed msconfig, I got the same access denied message.
any other ideas?

:D I found the cause. Zone Alarm removed access. I guess I was doing to much activity with msconfig. The activity may have been like a malicious attack so it locked me out. Oh Well, lesson learned. Thanks for your inputs.
