Dellf: How do you use the 25% off Dell LCD's coupon??

I finally got a 25% off LCD coupon but when I go to use it I get the notification, coupon is invalid. When I read the fine print of the e-mail I got from Dellf it says that I need to go to www.dell.com/epp to use the coupon. When I go to that site it asks for a user ID...

How do I get an ID, or does anyone else know a way to use the coupons?
