Dell XPS: How make fans kick in at a lower temp to cool + thermal management

My Dell XPS 13 runs rather hot. Is there a way to make the fans kick in at a lower temp like for example 50°?

Also, is there an app or something that allows you to manually make the fans spin to push out the heat if necessary?

Finally, in Dell power manager i've set thermal management to "cool". What exactly does that setting supposed to affect as I don't notice alot of difference?
