Dell warranty on drives?

Any one familiar with Dell warranty procedures? I have a bad Seagate drive that on the Seagate warranty is listed as "sold to Dell - Contact Dell". Does Dell handle warranties on parts separated from their systems? I have no Dell system or customer number.
 
Thanks. Can I get one of those "service tag or express service code" by contacting Dell? Or is that something tied to the system/customer number in which case I have no way...
