Dell Precision - stops during power on

I've been sent a server setup from another site, to replicate some functions I need for local testing & development. I've left it sitting around for a while instead of immediately testing, so I'm kicking myself now that it won't boot up and I need it for some development this week.

The system in question is an absolutely massive Dell Precision 690. The power requirement is shown to be 115v / 10a.

Startup:
* Plugin in to wall
* Audible click
* Front power light turns orange (from off). A couple of the 'drive' lights turn on (numbered lights on the front plate).
* Front power light turns green, another click
* Sound of fans spinning up
* Power light turns off, fans stop. Another click.
* Only the last 'number' light remains on
* Power button does nothing

Any guidance? Seems like when it dies when it tries to draw full power. I thought maybe my wiring doesn't support full load - it's a lot, but no more than a space heater.

I'd like to at least try some basic troubleshooting before asking/begging the shipper for support.

I have a partial substitute machine setup, but I really needed to grab the configuration files from this new machine.

Edit: this looks to be close to my issue. Light 4 means power is connected. Some people are suggesting swapping out the IO board .... rats.
