Dell Poweredge 2600 Performace Problems

We have a Dell Poweredge 2600 running Windows 2000 Service Pak4. System runs extremly slow!!!! We did all of the necessary checks for viruses, adware, etc.... When observing Processes, Performaces, and networking tabs in Task manager, everything is normal. I only notice that when installing any application, or navigating in and out of windows,the system operates slow, and it takesliterally days to complete the install. We even tried to restore the original image, and the image takes day to complet the install as well. Any thoughts, we are at our wits end for a resolution.

if you have a broken hdd and it's a raid 5.. it'll be slow

the 2600 are only u160, plus dell usually use slower memory... depends on your config..

i'm assuming its windows server clean install ?
