After reviewing the board specs for the b110, I see it uses the intel 865G chipset, which supports the 800 fsb. By performing a pin mod on the 2.53 GHz Celeron D, it may be able to run at 3.8 GHz on the 800 fsb. A slight voltage bump could also be pin modded in. The only big issue that I can see is the cooling: Can the stock dell heatsink/shrouded case fan setup keep it cool enough?

I'm pretty sure it can. Dell designs their cooling solutions pretty well imo.
