So I recently got a hold of a Dell Optiplex 380
It's a pretty decent little system. Core 2 Duo E7600, 1GB DDR3, G41 PCH, 80plus silver 235w PSU (80plus silver was optional), one PCIe x16 slot, and one PCI slot.
However this was much too weak for gaming so I threw in a Core 2 Quad Q6600 (G0!) I had lying around, 2 sticks of 2GB patriot DDR3, 1TB WD Blue, and bought a EVGA GeForce GT 740 2GB single slot low profile card.
With the above setup it runs games pretty well. I do have a Xeon E5450 on the way though and plan on eventually getting 8GB of RAM. I would have preferred something a bit faster than the GT 740 but there isn't a card out there that is as fast and is single slot and low profile.
So far I've ran Mirror's Edge, Project Cars, Naruto SUNS 3, Dolphin emulator, and Final Fantasy XIII. I plan on running more games and will post results.
Below are the approximate average frame rates and settings used (vsync is always on, 16 tap AF forced in NVCP, highest quality texture filtering forced in NVCP, Quality AO enabled in NVCP).
In conclusion the GeForce GT 740 proves to be a potent little card that can handle Xbox One tier resolutions and settings well it seems. Though the Core 2 Quad Q6600 put up a good fight it's age shows in some areas. Overall the system is relatively quiet especially when idle and doesn't put out too much heat.
UPDATE: The Xeon E5450 is a great CPU, Project cars now is locked at ~40fps at medium settings (no dips or stutters) and dolphin now runs locked 60fps too.

- Project Cars ~30fps free practice mode, high settings, no AA, 1440x900 (slightly CPU bottlenecked)
- Project Cars ~40fps (very CPU bottlenecked) free practice mode, medium settings (high texture), no AA, 1440x900
- Naruto SUNS 3 FB ~30fps (game is locked to 30fps) no AA, 1440x900
- Final Fantasy XIII ~30fps (~20fps when transparency heavy attacks are used) NV driver 30fps frame limiter , shadow res=4096x4096, 2xMSAA, 1440x900
- Super Smash Bros. Melee ~50fps (~30fps with more complex attacks) VS mode, corneria, 4 players, 1.5x internal res
- Elite Dangerous ~60fps mixture of medium and high settings, SMAA, 1360x768
- Deus Ex HR ~60fps max settings, FXAA high, D3D11, Shanghai, 1360x768
