Question Dell mouse scroll wheel glitching but only in some programs

I have a Dell KVM 636 keyboard and the mouse scroll wheel is glitching. When I scroll up one click in excel it will fight me by scrolling back down one click. I have no problems in Chrome. Sometimes have issues with Windows volume control where I open the control and it scrolls the volume to zero without me touching the scroll wheel. Any ideas what might be wrong?
 
I'd start with the basics, open the mouse and clean any goo off the wheel reluctor vanes and optical(?) diode/sensor on each side.

After testing the result of that, I'd try changing the wheel scroll rate slightly in the driver-packaged software or if just plug 'n play, then in window's control panel > Mouse settings.

As a sanity check, I'd also unplug that mouse (or if wireless, take batteries out if you need the USB receiver to use the keyboard, or disable that mouse in Device Manager) and see if the same problem occurs with a different mouse.
