Dell Latitude D600 stuck at 598Mhz?

So a laptop I gave my brother a while back has been running a lot slower than it used to.

Back in the day, I used to use SpeedswitchXP to control the CPU speed.

I have a feeling it got 'stuck' at the slowest speed, being 600Mhz. The CPU is a Pentium M (Banias) 1.3Ghz.

Even after a reformat, and clean install to Vista, it's still stuck at 600Mhz according to CPU-Z, even plugged into the wall. The Vista Processor subscore ends up being 1.7.

SpeedStep is enabled in the BIOS, which it's supposed to. I tried turning it on and off without much luck.

Any ideas?

What is the power saving mode that is set in Vista?

Set it to full power, and try again.

Of course I have it at high performance :)

I have a feeling it's more than just a software issue...
