Dell laptop clock speed problems...

My girlfriend has a fairly old Dell Latitude. Probably about 3 years old. Anyways, occasionally when I check it to see everything is running fine in system properties it says it is running at 867 mhz. It has a P3 or P4 at 1.6 ghz. It is always plugged in when it happens and I don't know of and can't seem to find a program installed that would scale it down. Anybody have any ideas.?
 
i dont think so. what it does is if say in idle it needs 300mhz, it will only use 300mhz, if you pop in a game an need 1.0ghz, it will speed up to 1.0ghz
 
If you want you can d/l a prog called speedswitch xp. It will give you the option of running at full speed etc
