Dell laptop boots up and shows wallpaper and nothing else

My friend has a Dell Inspirion 600M with XP Pro and it boots up without any problems or wierd noise or any messages but only shows the wallpaper and nothing else, no menus, no icons, nothing. This problem never happens before.

When I try to do Ctrl+Alt+Del, the Task List button is gray out...Right click on the wallpaper section and nothing happens.

I am trying to figure out what is going on now. Anyone with suggessions, ideas? TIA.

If not then it's possibly a currupt file. Have your friend find his restor disk and restore the system to factory settings. He'll have to reinstall all of hi programs. Once that is done he'll need to run Memtest to see if the RAM is going bad. He'll also need to run chkdisk to make sure the HDD isn't the problem. See the files may have gotten currupted buy either a bad sectror on the drive or by the RAM going bad.
 
Sounds like a very common malware/virus that was floating around last year. You may be able to start explorer and get your icons back by pressing Window+R and typing "explorer" or get a command prompt by typing "cmd". You'd probably have more success with this in Safe-mode. Try malwarebytes.org's free version if the software you have doesn't clean it. (In safe-mode)

That'll work! Also suggest he install a good AV program and keep it up to date.
