dell insprion users, please help with silly problem

i'm using a dell inspiron 9300 with an ATI mobility X300 graphics card. When i unplug the power cord, the screen dims. I assume this is some sort of power saving feature. I have a vision disability, and can't see the screen when it is dimmed so i want it to stay bright even when not plugged in (i'll take the battery hit). I have fiddled with the display properties and the power managment properties in windows, yet nothing fixes this. This same behaviour happens in Ubuntu as well (my machine is dual boot). Is there some setting in the bios or something that is controlling this?

Hold the purple function key and hit the arrow up key to maximize brightness.

There's also the option in BIOS to adjust levels on battery power and mains power that should stay engaged permanently.
