Dell Inspiron 7000 Won't Boot

This is my friend's computer and she said it happened suddenly one day a few weeks ago. Since then she has been unable to use her notebook so I hope you guys can help me help her 🙂

It's a Dell Inspiron 7000 notebook. Pretty old. I am guessing running Windows 98 or 2k (at BEST). When you turn it on, the power light stays lit green and you hear something that sounds like a fan surge up then turn off or at least levels off at a low volume. If you stick your head next to the keyboard you can hear a fan spinning very quietly. Now it's hard to distinguish if these two fans are cooling fan, hard drive spinning, or cpu fan. Or two of them? Or two of the same.

The entire time there is no activity on the HDD light. The screen also never turns on or "flashes" (read: initializes).

Anyone have ANY clue? I feel really bad for her and want to help but I have never seen this before.
 
The fan sounds you are describing are perfectly normal. That is how my Inspiron sounds when you turn it on.

If you get no bios post though you may be in bad shape. First remove every peripheral that is not needed. Then try new ram or moving her ram around if she has more than one stick installed.

This is a tough situation on a laptop because you can't do much repair on your own.
