Dell inspiron 530S beeping 4 times issue.

Hello everyone. Recently my dell computer stopped turning on. I did some research and apparently it's a RAM issue. The RAM modules are being detected but for some reason are problematic. I tried "reseating" them and trying one at a time but still no luck. Can anyone help me out here?
 
It's 8+ yrs old & RAM is cheap enough, but maybe time for a newer pc?
