Dell Inspiron 3521 Touch screen stopped working

On my windows 10 PC.

I've tried resolving myself but this time I seem unable to resolve.

My device manager does not show "Human Interface".

I don't see "Touch and Pen" either.

Any suggestions that may help me will be greatly appreciated.

Any recent updates? I've found some solutions for same online: update the chipset driver. Not too complicated.
Another owner states, on another site, that MS update hoses it and he ran a Dell diagnostic from their support center. He thought that fixed it.

Everything on my laptop is up to date.

I double checked and the Chipset is also up to date.

Had the same thing happen on a Lenovo about a month ago
Solution: power off, remove the battery and hold the power button down for like a minute

yeah, go figure lol
There's been problems where some application acts wonky until you disable the built in web cam....... I have no explanation for that, other than maybe overlapping memory addresses
