I am buying a computer for my grandparent's 97th birthday. The cost is $399.99.
It has a:

Core i3-4150
4GB DDR3-1600 Single Channel
1TB HDD
 
She said she wants W8.1

Seriously? She is a real trooper. Hope she knows what she is getting into, although in a prebuilt that is pretty much the only choice anyway.

My wife just got a laptop with Win 8, updated to 8.1, and she hates it. I consider myself more tech savvy than she is, but I hate it too every time I try to help her. We even had to look up on the internet how to turn the power off.

Nice price on the system though, hope she enjoys it. I think a prebuilt like this with a 750Ti installed would make a nice budget gaming system.

This is a small form factor...

The normal desktop size is bigger and has 8GB of ram with the option to upgrade to an i5-4440.
 
I use 8.0 and 8.1 at work, and once you get used to using the Start screen instead of Start > All Programs it's really not that bad. Yes, it's annoying to need to go to the stupid Charms bar to shut down at the end of the day, but that's a once-a-day pain.
 
Ordered one of those for one of the offices a few months ago. Decent little machine and should last a very long time for simple MS Office, Web browsing and the occasional youtube video.

Sounds more than fine for a grandparent's rig. Although, if I had the means, I would throw in an SSD and a clean install. Then again, that might void the warranty and mfg support, and that might be the reason for the pre-built.
