Dell gx270 will not post

We have a Dell gx270 that will no longer run. It started out by getting BSOD, missing files on loading windows, and just turning the monitor off (ie. goes black) a few weeks ago. I have tried formating and reinstalling windows 2000, swapping ram, new HD, and went back to on board video. Nothing seems to fix it. I also got read errors from trying to install windows from the CD, but never from the same place and the disk looks fine. It will install most of the time fine though. As of right now I can not get it to post at all. The monitor light turns green then turns back amber when you try and boot the computer nothing every appears on the screen. The only think left I have not tried is swapping the powersupply, MB, or CPU. Has anyone else had similar problems with a computer and what caused it?

I have an SX270, and I had a similar problem, turned out the capacitors on the motherboard were blown. Have you looked at them, and if so do you notice that some of the capacitors are bulging outward, instead of being flush...

granted, that mine is a mini case, but I've heard of similar problems occuring with some Dells.
