Dell E6540 overheats after Win 10 Install

So I bought this Dell E6540 a few years back as a Dell refurb and it had win 7 on it and ran a bit warm but not bad. After installing Win 10 it has been running CPU temps around 100C (too hot) fan runs but does not seem to run all that fast. Also no sign of throttling back on the CPU's. Runs hot idling. So I am thinking the update has nuked all the safety features (intentional?). This is certainly one way to force an upgrade. I don't know if a new fan would help if it is not being told to run wide open. Bios has been updated. It is plenty fast for my needs.

Looks though, like the DELL power manager (for CPU & fan) is broken under Windows 10.

Thanks, this gives me some options. I should have kept it win 7. Shows you how concerned Dell is with legacy support.

I found the problem. If CPU utilization is set to 100 percent, it clocks a 2.8Ghz processor at 3.5 Ghz 90+ degrees C. If I set it to 99 percent it runs at like 65C 2.8Ghz no matter what you do. No wonder the CPU was boiling.
