Dell Dimension and PNY TI 4400 Problems

I have a Dell Dimension and a PNY TI 4400. Sometimes it works perfect but sometimes my computer will not boot and when it does it blinks rapidly and then restarts itself. It has a 200 PSU in the computer because dell has special power supplies and i can't upgrade it without an adapter. Does it blink because of lack of power? Please help the rest of the system should be in my sig. Thanks in advance JON.

Sorry i forgot to tell you im running XP Pro and have the latest Nvidia drivers.

If you think it's a power problem, you can pick up a Dell-specific replacement power supply from PC Power & Cooling here. Select "Dell" and then the model of your Dell in the selector.

I don't want to spend that much on a power supply i know there is an adapter i just want to know if anyone has experincing the same thing i am, or know. I dont want to spend money if i dont have to. the card has lifetime replacement policy. i want to make sure its the card and not the dell.
