OK so I just got an old 2.53GHz P4 with 512MB RDRAM dell from a friend that works at a company whos upgrading their PCs, and they were throwing out their old PCs.

I take it home, and try too boot it, and it refuses to boot
It passes the dell loading screen, and then it changes to a blank black screen getting ready to boot
and it displays the message, "strike F1 to retry boot, F2 for setup utility"

I tried booting from a windows cd to attempt to reinstall windows with no luck either
The boot device priority is set to cdrom then hdd.

I tried resettting the CMOS with no luck.

Any ideas?

Nevermind, I got it to work.
I pulled out the 3com network card in there and it worked fine again. I think the network boot was screwing things up. That computer is going to be using wireless anyways.
