Dell C2100 won't POST, won't boot

Hi all,
Need some help troubleshooting this Dell c2100.
The server was off for some time while I was traveling. Tried powering on today and I can see the all the HDD leds green on the front panel and I hear the fans turn on, but the fault led blinks amber and it never POSTs. There are no beep codes. It does not send any signal to the monitor and the usb keyboard does not get power.
The manual says blinking amber means there is some fault. I unplugged all drives from the backplane, unplugged AC power for 10 min, and then retried powering on. Same deal. Tried removing the jumper to reset the CMOS. Same deal.
Any help appreciated.

Make sure the psu is set to the correct voltage.
Re-seat EVERYTHING (especially riser cards, memory sticks, and raid card).

Have you posted this over in the Dell forums yet? No diss on the folks here, but the folks over there would be more familiar with that model and what clues that behavior may mean. As you have stated, so far I am not hearing anything that points to a specific component.

Yes, I've done the whole jiggle and reseat all hardware connections. Even swapped out PSUs. It's always very puzzling when it's working fine when you go away and then for no reason decides it doesn't want to work when you come back!
 
The big worry to me is that is DOES power on but it DOESN'T give any beeps, before POST or after. Have you checked the connection of the on-board speaker?
 
As far as I can tell, It actually does not finish POST. Upon pressing the power button, I see fans spin up, each hard drive tray LED turns green, and then ..... it appears to hang and the fault LED starts blinking amber. I'll see about where the speaker is..
