Dell 9100 turns off and on...confused.

I installed a CPU that was originally there before. Even before and after, all it does is turn on and then off after a few seconds.

When I plug in the power, it doesnt light that it's connected and I did see it flash it's caps lock light.

Ugghh...I can see why people hate the older Dells. 🙁
