Dell 600m not charging

I have a Dell 600m that won't seem to charge. The charging light won't come on, you can't power it on without the battery in it, it runs on battery profile mode, BUT the battery never dips below 17%. The indicator light on the power brick is okay and it's a new charger so I don't think it's that. Any ideas of what specifically might be the problem? Googling leads me to believe it might be the DC/DC board, but if that's the case I don't understand why the thing wouldn't just drain out and that be it. I'm trying to decide if maybe this is something repairable for not too much money or if I need to trash the whole thing. Money is tight.
