Dell 4600 cannot see the CD/DVD player

I have a friend that has a Dell 4600. XP home
He cannot see his combo Samsung CD/DVD burner in"My Computer".It shows the A drive and the C drive and a few folders. I go to the device manager and it shows the Samsung cd/dvd with an " ! " next to it.
His computer also cannot see a new USB device when connected.I have even rebooted and looked for the USB device.

also.....................

Under Programs.....Accesories...System Tools......I only see something called Security Center....no system restore or anything.
How can I get system restore and others to "appear" again ?
