Dell 2420 with HD3000 graphics - screen becomes scrambled intermittently (pic within)

I have a Dell 2420 Laptop with integrated Intel HD3000 graphics and the screen becomes scrambled intermittently. I have downloaded drivers from from Intel as well as from Dell and it doesn’t fix the issue. I switched from Windows 8 to Windows 10 and there has been no change.

However, when I plug in an external monitor via HDMI, the problem doesn’t replicate on the external monitor (nor does it occur on the standard laptop monitor during this time either).

What could be the culprit? I feel as if it is not a software related issue.

If it doesn't happen on the external monitor, the the problem is likely with the LCD panel itself or the cable. Curious, though, about the second part of that statement. Does the problem, if it occurring, actually fix itself (on the laptop panel) when you go and plug in an external?

I haven't tried to plug into an external monitor whiles the problem is happening, because the problem only happens randomly for about 30 seconds max.

Can you restate this in a different way?

I hookup the laptop to my Plasma TV through HDMI. Not once has this scrambling problem happened whiles the laptop is connected to the TV.

I fix Dells for work and this looks a lot like the LCD panel itself or the cable possibly, but seeing as it is intermittent, LCD appears more likely. The horizontal lines on the right gives it out for me as well.

Did you try to move the panel when this occurs? I've seen Screen problems like this happen when the users would move the panel, or would go away when they did, or sometimes would only appear at a certain angle. Could also be a loose connection of the cable on the LCD side if that is the case.
