with vsync on it locks it at 60 frames per second. I know this may sound werd but with bf2 60fps is fine but with cs it's terrible does that make any sense?

Remove the refresh rate restriction. There's a tool called NVRefreshTool... use that to set refresh rate to 100Hz at whichever res you play at.
