dell 1501 inspiron wireless driver problem

my brother reformatted his computer and everything seems to work fine except for the fact that the drivers and wireless card refuse to communicate. Its a pci card and it shows up under windows xp device manager as unknown device, but installing the drivers does nothing. I tried turning the card off and then installing the drivers and then turning it back on in the bios, I've tried uninstalling it in windows device manager and then installing the drivers but nothing seems to work. When i click on the Dell wireless application nothing boots, and the device never reads the drivers in device manager.

I really can't figure out wtf it could be.
