dell 1370 strange behavior

was trying to download a file on my friends pc and it was so slow averaging like 12kb but on mike i was 300kb, disabled renabled the wifi , unistalled , reinstalled and same thing ran speed test was 200/560 while mine was 6000/800

disabled the wifi then he got 8000/1800 through the nic

ran spyware and anti virus nothing found.

could the card be bad? or what else could be causing a problem
