once the cpu is delid and the die is exposed.

is it possible to: skip the IHS and skip the clamp down system.

install the heatsink right on top of the die like old school socket A/socket 370.
 
Yes it will work, but you have to adjust the bracketry of your HSF to account for the change in the CPU dimensions.
