Deleting the deleted files

I know when you put something in Recycle Bin and empty it doesnt delete the file. Whats a good program to use to delete deleted files or to completely delete something from existence. I downloaded Restoration Version 2.5.17 and there is an option to delete completely. Whats a better program out there for this? somthing professional. thanks
 
The cipher utility on WinXP Professional Edition. cipher /w:C:\ will overwrite all unoccupied space on your C:\ drive (with three layers of EFS-encrypted data), except if it contains child porn or something else with the Exceptionally Wrong flag bit set, in which case it calls the FBI instead. You can run this command while using your PC.
