Deleting a FXSAPIDebugLogFile

How can I relocate the users temp folder to a different drive.
My windows7-64 is on a ssd and java net speed tests keep dumping there files to the temp folder.
Windows wont let me delete the user temp folder because a FXSAPIDebugLogFile in it is always in use.
How can I find any services connected to the FXSAPIDebugLogFile that could be stopped so I can move this folder.
