That is very strange. I am sure it is not the default for everyone to send each other blue emails.
I only have Outlook 2010 but I'd guess you can still go to
File->Options->Mail->Stationery and Fonts
 
Thanks CSMR, the default theme for outlook 2013 is "deep blue", there is a option to set it to "no theme" which fixes all the problems except a hyperlink color is still blue by default. Can easily fix this by choosing black, but is there a way to change this setting permanently as well ?

Are you sure that the themes are actually being sent with the email? I just checked my fresh install of Office and "deep blue" was not set. By setting the hyperlinks to black, you are actually setting a font color instead of letting the recipient user their system default.

As terrible as the selected color scheme for Office 2013 is, it's never tried to set my emails' background to blue.
