I guess that's because Infinity Ward / Activision doesn't have to pay for those servers; Sony does. It's still ridiculous that the PC version doesn't have the option to use them though...

The amount of players on [Modern Warfare 2] PSN overwhelmed the PSN presence server which updates 'what you're doing' and is essential to parties

It sounds to me that the general PSN servers got overloaded, not that Sony is operating MW2 dedicated servers. I don't know enough about PSN, but it seems to me that players still would have to authenticate on Sony's PSN servers to locate other players even if the actual game was going to be peer-to-peer.
