That's because Intel Enhanced SpeedStep Technology is kicking in and IDLING your CPU. Put a load on your CPU & watch it change to 15x.

Also, it may be possible to pin-mod your 630 to 4GHz. I did; one of mine (out of 3) is stable at 4gig on the Dell E510.

See if theres any kind of power saving feature in the BIOS.
