If you're just starting out, and you don't have a midi keyboard, Fruityloops will be the easiest and best route for you to learn how to make your own loops and how effects work and stuff like that. It also lets you use your regular keyboard as a midi input device, which kinda sucks but in combination with the piano roll editor will still allow you to make some pretty decent stuff.

If you have a midi keyboard at your disposal, I'd skip over fruityloops and get Reason, since that will give you a better foundation to learn on. Overall Reason is a much better program than fruityloops, but a little more intimidating at first. However, theres a tutorial CD for it that will teach you pretty much all you need to learn.
