Delay with pm's

I experiance what seems like quite a delay in pm's. for instance i sent a guy my shipping address and a few minutes later he pmed me asking for my shipping address so he didn't get my pm yet. Anyone know if there is an exact time? do they have to go through "screening?"

no delay, but if they dont refresh their screen (idling, or reading a long thread perhaps) they may not see you have sent one
