Deinterlacing problems on 1080i30 content

The picture I'm getting looks similar to the 3rd one down from the very top. This happens on 1080i 30fps content playing through my htpc. I only see it during fast actions or horizontal movement across the screen. 720p and 1080p plays fine. Could this be my tv or the video card? My tv is a Sony KDS-R50XBR1 1080p.
 
That looks like combing (edges look like a comb).

Is there a setting on your TV that tells it if it's film or video content? I'm not familiar with a HTPC, but there is probably a setting in there as well.
 
Is the video card always putting out 1080p, or is it switching modes based on the content? You should be able to verify this by playing several different types of content and then checking what mode the TV is in. If it is the former, then your video card/media player is doing a poor job, otherwise, it is the tv.
