defrag error pls help

second posting, not sure why my first post was removed... anyways my problem is that everytime i try to run defrag on my c drive i get an error. it says that there is not enough free memory on the computer and to close programs down. i tried running it again lots of times making sure nothing was open and still.. no luck. im running win98 on an athlon. i have 2 20gig hd. on my secondary drive defrag works fine. please give any comments relating to this problem. thanks!

When you say you have nothing running, are you including background apps?
