Defrag. doesn't work

A friend of mine's win98 pc won't defrag. We ran scandisk, it detected no errors. When we run defrag, it goes to 2% then back to 0%, then stops. Any remedies for this? Thanks
 
Thats happening because something is writing to the disk causing Defrag to restart. Kill any background apps that may cause writes while defrag is running and try again.

If that doesn't work, try starting the computer in Safe Mode. There is another way that I saw on Tech TV once, but I can't remember it.
