defective usb wall charger?

My little usb wall charger doesn't work for some reason. It has a red and green light on it. When I plug it into a socket just the red light comes on. When I turn on the device it powers the green light comes on but th device doesn't turn on, like it has no power. If it is defective, where can I get a cheap replacement? And yes, it has done this since I got it new. Thanks.

No, he means the wall socket. Obviously he is charging up his desktop PC... for an xtreme overclock!

No, it allows you to power a usb device by going from a usb connection into a dc adapter that goes into a wall socket. I got one to power a laptop cooler.
