Defective power supply?

Hi. I received a replacement power supply from Dell about a month ago and noticed my hard drives are vibrating "evenly" ever since I received the PSU. You can hear them spin faster and then slow down after a few seconds. They seem to spin down to 5400 RPM and back up to 7200 RPM. But when I just hook up 1 of either drives, the drive spins fine. I did a benchmark and saw spikes in my transfer rates, but I guess this fluctuation of power caused those spikes. I calculated the power my computer uses total and it's like 120W, so obviously a 200W PSU can power another 7W HDD. I know it's getting power b/c I can use the computer and all... I've never seen anything like this. I had Dell send me ANOTHER PSU; I hope this fixes this. HELP!!!!
