Defective monitor swivel base?

I've been using this ViewSonic G790 19" for several years now, and for as long as i can remember, i've been having this rather weird problem with the swivel base. I have no idea how this is possible, but sometimes it works and sometimes it doesn't. When it works, i can swivel the monitor and get it to point as high or as low as i want it to. When it doesn't, the monitor always ends up pointing way too high. Has anyone ever heard of this happening before? It's getting really annoying.
