Default Screen Saver Problem

Built my computer about six months ago.
Can't seem to get my windows default screen save to work. I set it to enabled. Set it to say 5 minutes and wait 10 minutes, it never comes on. Set it to 1 minute though... and one minute passes, whammo! it goes on. I haven't installed any other screen saver programs. Anybody help?
Running Win98(upgrade)
have ViewSonic E771 Monitor
have RazorX NVidia GeForce 16MB card
 
Go into add and remove programs in control panel. Once into add and remove programs go into windows setup and remove screensavers. Reboot and do the same thing and add back in.

I have had similar issues and this fixes sometimes.
