The cold air you breathe constricts the vessels in the passages, but at the same time your body is producing heat and makes them expand back. Kinda like what you get on your windshield during cold weather, except its mucus.

you breathe the same cold air if you're bundled up in warm clothes... no mucus flow.

Simplified explanation: Cold temperatures cause blood vessels to constrict, however they dilate every so often so the can get more oxygen. This causes a pressure increase in the capillaries and forces a bit of filtered plasma mixed with mucus to flow out the nose.
