Dedicated machine for magicjack + NAS?

Looking for recommendations to build a PC to be on 24/7 with dedicated function for magicjack and a NAS. The only thing I'm looking for is ultra low power for both idle and load (I dunno how much magicjack draws or an NAS might draw, but the lower the better for whichever configuration).

It would go in the basement where there's a central distribution panel for the whole house so size and noise would not be important. I don't care about looks either so I'll probably drill holes in an old ITX case if I have to for other platforms as necessary (nano-itx?). Basically low power and reliability. Thats it.

No requirement for video or video processing. I'll get by with an old CRT to install OS and do whatever initial maintenance, but then most of the time would log in remotely from elsewhere in the house for everything else.

OS could be anything. Linux or WHS. I guess I'd prefer Linux but then would need to wait for a magicjack thats non-Windows, which I'm willing to do.

Maybe looking to spend less than $400-ish? (That would be about the point I'd break even over my traditional land line in the first year). But I'm flexible.

Not expecting to be heavily used as a NAS but I figured a dedicated machine for magicjack alone would be kind of a waste. I guess moderately capable of handling storage of movies and music with some room to grow (in size). So 2 sata ports might be smallish.

You can look into WHS machines such as the Acer EasyStore. They use an Atom CPU so are reasonably efficient, and support four internal HDDs.

If you only need a NAS with no more than 2 hard drives in it, I recommend the little MSI Wind nettop barebones.
