Always, although there maybe caveats to consider. But Debian puts a lot more work into ensuring in-place upgrades work than other distros like Ubuntu or Fedora.

Speaking of Ubuntu, what's Debian's market share like these days? With their release cycle I don't see Debian getting thrown around much compared to Ubuntu. Does it still have any kind of installation base for desktop use, or has everyone migrated to Ubuntu & co?

No clue, I still use it and the devs are still working on it so that's good enough for me.

I'm not an insider or anything, but I think of Debian as being a solid core for when people want great stability with Linux, and for more professional use. The derivatives are for more casual use, when stability isn't paramount.

Yea, it's funny how people are so scared off by and joke about Debian's "extreme" attitude toward free software but that's one of the reason's that it's such a well put together system and great base for other distros.
