Dealing with a corrupt File in an application CD

Am trying to install an application from a CD (the software for Sony Cyber-shot DSC-W320/W330 camera). The installation gets stuck on a particular file. PMB.cab. I have tried copying the files to the desktop of my laptop (OS Windows 8.1) but the copying processes get stuck on the same file.

Is there software that might repair this? Normally I would download the Sony Software (the whole program) but I am in a situation her in Africa where I have poor internet and my allowance for downloads is very small (the program in question requires 340MB which is nearly my limit for a week here).
 
First, I would clean the CD really well, and if it still don't read it, if you have another optical drive, I would try that.
If there a scratch on the CD, if so, you might try to 'polish' it out with some toothpaste.

If you don't want to mess with that, if you have a retailer that you bought that from, they should be able to make you a copy of the disc in question, if you ask nicely.
